On the other, teachers, administrators, and students are navigating unclear policies, limited training, and mounting concerns about what these tools will do.
Today's Focus: The Global AI Rollout Outpaces Institutional Readiness
Microsoft announced it will deploy AI tools and training to over 200,000 students and educators in the United Arab Emirates. OpenAI's partners are bringing ChatGPT Edu to 165,000 educators in Kazakhstan. Elon Musk's xAI is building an AI tutoring system using Grok for over a million students in El Salvador. In the United States, Miami-Dade Public Schools rolled out Google Gemini to 100,000 high school students. Broward County introduced Microsoft Copilot to thousands of staff.
This is the backdrop: Tech companies are moving aggressively to embed AI in classrooms globally. They frame this as expanding educational access and preparing young people for an AI-driven economy. Some of that is genuine. But it is happening at a pace that outstrips institutional capacity to evaluate, govern, or guide AI's use responsibly.
The Data Gap Matters
New research from RAND Corporation reveals that AI use among students and educators jumped more than 15 percentage points in just one to two years. Yet only 35% of school districts provide training on how to use AI responsibly, and just 45% of schools have any AI policy at all. The gap between adoption and guidance is not narrowing—it is widening.

By spring 2025, 54% of students and 53% of core subject teachers were using AI for schoolwork or instruction. High school saw the steepest adoption. This is not a specialized tool anymore. It is mainstream. Yet corresponding guidance infrastructure has not materialized.

2. Assess your policy gap. Do you have clear policies on what constitutes responsible AI use versus academic dishonesty? Are faculty trained? Are students? If the answer is no, address this immediately. The RAND data shows this is where most institutions fall short.
3. Involve stakeholders in governance. Schedule listening sessions with faculty, students, and staff about how AI is affecting their work. Do not assume you understand their concerns. Ask them. Document their feedback and make it visible in how you shape AI policies going forward.
4. Clarify the problem you are solving. Before adopting or expanding AI tools, articulate explicitly what problem this tool solves, for whom, and how you will measure whether it actually works. Technology adoption without clear purpose is a formula for wasted resources and eroded trust.
5. Slow down intentionally. Estonia and Iceland are not moving slowly because they are backward. They are moving deliberately because they understand that implementation quality matters more than speed. Your institution's credibility depends on getting this right, not getting it first.
